Ummm what the hell is Blackout?

Blackout is a Mesmer spell. Disables all enemy skills for a time, at the cost of your own. (Handy if you have IW already running...)

Anyways, I don't know where to get it, and the search didn't turn up a good answer.

It's most likely in Quarrel Falls, Amnoon, or Maguuma Stade. That's the last place I remember that I had it. Maybe earlier?

I don't know where you can learn it from a trainer...
but I DO know that there is a quest for the skill blackout in Fisherman's Haven. The quest involves travelling to Temples of the Ages, which isn't a fun trip :/

i got it in port sledge which is in witman falls outside droknar forge, yes there is quest for it in fisherman's haven too
